PATROLMAN RICHARD FRIEND (Instructor)
Richard is an Arkansas Highway Police Officer serving in Northwest Arkansas. Prior to this position, he served as the Special Investigator for the 22nd Judicial District in central Arkansas, as Chief of Police for the Shannon Hills Police Department and other law enforcement positions since 1996. Richard has completed over 2500 hours of training in areas such as: High Risk Traffic Stops & Drug Interdiction, Criminal & Highway Interdiction, Crime Scene Investigations, Patrol & Narcotics Dog Handler's Schools and D.E.A. Methamphetamine Clan Lab Seizure Procedures. Richard was a K-9 handler for 7 years and promoted to K-9 Supervisor for the Saline County Sheriff's Office. He has been recognized for his work twice for Deputy of the Month and has received commendations for his narcotics work from city councils, administrators and a unit citation from the governor's office. He was assigned to the Group Six Narcotic Enforcement Unit as an undercover narcotic agent. He is also certified through the FBI as a crime scene technician and is a certified clan lab technician through the DEA. Richard also serves in the Navy Reserves as an Intelligence Specialist. Richard is a graduate of the Arkansas School of Law Enforcement Supervision and holds degrees in both Criminal Justice and Criminal Justice Administration. Richard can provide training on FLSA compliance, Commercial Vehicle Interdiction, Roadside Deployment of K9 units and finding hidden compartments.
Richard's Duties:
Richard can travel all over the United States training other agencies in areas such as canine case law, canine deployments and training records. Richard's other duties include providing instruction on Case Law, Courtroom Testimony and Criminal and Highway Interdiction.
